These are the new Shattered Sun Offensive Dailies added in Patch 2.4. They are one of the best money making techniques in the game currently. All phases should be unlocked on most servers as of today (23 July 2008). You can complete 25 of these Quests per day and each quest listed here can be completed once per day. They all offer Shattered Sun rep which at exalted gives a really good neck piece, and they offer 10g each per quest on average. You can complete almost all of these quests in an hour a day if you don't waste time.
